<p>Citigroup has been bailed out 3 times over the last 30 years or so.</p>

<p>Did you really expect the banks NOT to be able to pay this back? Banks make money off of other people's money... that's what they do. Only this time taxpayers were forced to fund these banks so they could make money off of government money, and they didn't really use it how they were supposed to use it. They're only paying it back so they don't have to answer to regulations.</p>
