<![CDATA[Franchise Tag Question]]>I've seen where several kickers besides phil and one punter got the tag. Why is this? Is this the cheapest tag on the roster? Don't want to pick up k or p in fa or waste a draft pick?

Does anyone know or have an educated guess?
