Important to define the problems... entering the system was, and still is an issue, in no small part due to incompatible DOD and DVA computer systems chronicled in a 60 Minutes segment IIRC...

Once in "the system" vets' satisfaction ratings are high for both in and out-patient care. One of the sources of dissatisfaction was proximity to care and that was addressed by redefining and clarifying the boundary for requiring VA use vs. private providers.
