That is acvording to the wh, who have now had a few days to work on the story. Problem is if the russians suggested it, which is entirely possible, why didnt the admin report it? The people in that meeting would have known full well what the russians were suggesting was "unprecedented" and that kind of unchecked communication with russian sharks might actually be illegal for people granted high level clearance.
