The new technologies are not yet fully ready to displace oil as a car fuel, but that is no reason for us to not invest in and utilize such technologies. Hybrids are a positive in that step.  Back then US was the only major player in car market. Right now with most of the asian markets emerging the demand for oil and hence the cost of that precious commodity will only increase. I do know when the stimulus funds were allocated at the beginning of the year, it had not been determined where they would specifically be appropriated to.  State assemblies had not yet convened to make these determinations.  We could have held off for several months (at least we would have saved the $60bil to GM before it went in the toilet) and be in a similar situation that we are now.
