I agree..that is why I have been talking OT for a year now.....but it is what it is...Stein is the #1 back-up at LT.  At least for now. To me, it would be bad business to pay Cribbs like a legit #2 WR until he shows it on the field.  So my guess is they are waiting to see if his play matches his demands.
