The base in this country is about as big as it can get.  It's already about as saturated as it can become, thus why we see a big push towards international exposure. It only applies to what a bank might offer in loan.  If he can find a buyer for his price, it's sold.  If not, he can head off to Oklahoma City if that is what he wants to do.
