<span style="color:#FF0000">I am surprised no one had a guess on this:  It was Mike Phipps in 1974 with a 46.7 rating  (but note that in 1956 Tommy O'connell had a rating of only 41.6, but he only started 5 of the 12 games for the Browns. George Ratterman started 4 and Babe Parilli 3 for the team that year</span>.</p>
