No, the Browns can not use him, and I hope he never gets a single phone call from any other team. Ever.
^ But he can run fast so the NFL will somehow overlook, forget and excuse his actions once the appropriate amount of time has passed.... next offseason will be about right for the NFL.

He couldn't make the gameday roster for Chicago yet this season and is still pulling 2M for this season from Detroit. PS body at best at this point.
