That said, I understand why he would plead the 5th. He may be pardoned for past acts, but if he was telling a lie during the testimony, he could he held liable for that.

I agree, still his right as a citizen as well, but a person holding public office should have to answer to decisions he made that affected people he served that alters their life in any small manner and this altered lives on a massive scale.
How do we get answers and accountability while adhering to the constitution?

All he had to do, was tell the truth, I don't see the fifth as being in play legally.
