What are the tiebreakers to determine draft order?

I'm asking because as bad as this team looks, there are two other teams that are statistically worse than us in Tampa Bay and St. Louis. Those two teams don't play each other but I'd bet that they would wind up with at least one win this year. If we somehow tie for the worst record in the league with these two teams at 1-15, who gets the #1 pick in the draft?
How will St. Louis get a win? They travel to Detroit next week baby. Go Rams!
Tampa Bay's best shot is a road game at Carolina December 6. The rest looks tough.

i think that it is record against common opponents first and then maybe division record.
