You have to upload your pic it to a host site like photobucket.com and then use the URL from there.

Click on My Controls in the navigation bar at the top right of this page. That will take you to a page where you can click on Edit Avatar Settings in the navigation bar on the left side of the page.

You can't upload from your computer, the Avatar needs to be hosted somewhere else on the net, such as photobucket.
