I'd be okay with staying at 4 and taking Claiborne, Blackmon, Richardson. If I had to make a guess all three will be very good- probably not great- but very good at their positions. We have so many needs it doesn't matter who we take from these three.
Of the three mentioned- we have more fall back options if we don't take Richardson. One you mentioned LaMichael James perfect spot with that second round pick or a guy like Ronnie Hillman in Round 4- I've seen him play now for two years he will carry the ball next year for an NFL team (may not be a primary back). I'd also give the Texans our 3rd and swap first round picks for Tate.
So Richardson and our leftovers or Tate and James or Hillman Fine by me.
I'm not upset with the FO for not targeting these free agent WRs all in my opinion (aside from Randy Moss) were overpaid. BUT we have a supreme need for a field stretcher. I think we need two sign a DB though and keep Patterson as well. Let Patterson, Skrine and the other free agent compete for the #2 corner move Brown to FS.
I am afraid the Browns are going to fall into this recent pattern where teams overrate QBs (Jacksonville and Minnesota) and trade up or take QBs a round early because they feel they don't have a QB. Well Jacksonville and Minnesota still don't have a QB in my opinion. Let's not set the franchise back another 3 years. I hope the Browns prey on this and lure a team up (maybe Seattle).
I'd target Floyd from ND- trade back (if we can) and get a 2nd round pick this season and a 2nd round next year. I think he's very comparable to Blackmon and he can net us a couple extra picks.

on Lavonte David OLB- this guy will start from Day 1. Next season we give Colt another protector and two weapons Floyd and James. If he's not the guy chances are we probably pick somewhere from 5-12. We can package a deal and move up for an elite QB- we will have our pick and two 2nd round picks to get it done (probably need a pick the following year too). By that time we will have a good young defense. Three first round pick Olineman- Little and Floyd as your WRs and thunder and lightning in the backfield (Tate and James)- great situation for Colt or some other young Qb to be in.

Also, just saw on PFT that we re-signed Dimitri Patterson...
Looks like we might be taking Blackmon or Richardson #4?... or trade down and grab Richardson?...
If we take Tannehill at #4 it will make the Christian Ponder pick for the Vikings last year look ingenious.

4 absolutely has to be Blackmon.
Get Tate from houston and McNeill from SD. Winston is a zone blocker, not as good in the system run by Cleveland.
22 can be Hill or Floyd. Wright ran a 4.65 so he should be out of consideration. Or Mike Adams if they don't get McNeil.
The second-rounder should be Minnifield to start by mid-season.
Round 3,4 are probably given up to get Tate, which IMHO is worth it.

To the Two WR people in the 1st round...we will be lucky to squeeze 1 WR in the first round with our Front Office. Could we use two? yes. Although, I expect Little to really come on this season. But who runs the ball considering the Tate deal is off the table? and Who blocks on the right side?
I beginning to think Blackmon and Floyd will be very similar- yet one will go around 4-6 and the other probably 10-15.
I'd rather see if we can convince Seattle to make the mistake of moving up to take Tannehill. Maybe for a #1 next season? You can surround Colt with Weapons and if he doesn't pan out- you have two more 1dt round picks as ammo for a QB next year.
