San Francisco is not what I would call a spot where the cops were heavy handed.

The cops were letting gay dudes walk around with their dicks out at the pier when I was there. I think you have to be a real helmet head to get yourself arrested in San Fran.
I would be interested to see if Asians in San Fran were arrested at a much lower rate than whites there.

Asians represent a third of the population but only 3% of those arrested. Whites represented half of the population and 39% of those arrested.

Those numbers from the article you posted actually reflect the percent resisting arrest, not the arrest rates overall.
You could probably make a strong distinction across financial backgrounds, and how that works into race. Again, I don't think it is all some sort of prejudice, but it can't help.

In the article they even mention that arrests are much higher for black women as it pertains to narcotics and weapons charges. Crimes with evidence.
I think the cops are not acting heavy handed. The better question is why are black women getting themselves arrested so much?
