No, I don't think he was.
My opinion, the worst QB for the Browns was Paul McDonald. He had such a great pedigree (USC, sat for a couple seasons behind Sipe). He was just awful. I think he threw 4 pick 6s in 1984, in close games.

Depends on how many games they started & where they were drafted, IMHO. I'd put Ken Dorsey way up there on the suck-o-meter scale. For a first round pick, Brady Quinn probably rates an honorable mention.
For getting one start, I'll put my money on Spergon Wynn.

I vote Paul McDonald. Yes....the stupid ass fans chanted for him, and when he came in he just plain sucked. They even made excuses for him ...uh...well...he throws left handed and there is a different spin on the ball and the receivers need to adjust to it...". Right....Weeden is just plain dumb....can't read defenses, but has a great arm. If Belechik got his hands on Weeden, he would be another Testeverde. Testeverde was too stupid to play in the NFL until Parcells and Belechik got him. They simplified the offense....dumbed the system down for him, and he was borderline great. Not even close....McDonald by a mile....followed by the new coach of the Eagles.

Ken Dorsey was insufferable
I can only think that the author of the article meant: which QB that was supposed to be a permanent starting QB for a team, ended up being the worst.
Can we rate guys like Dorsey/Gradkowski/even Austin Davis......guys that were never supposed to be more than 3rd or 4th string guys, as the worst? Or guys like Weeden/Quinn......guys who were supposed to put this team on their back as the prime starter....as the worst?
