Lots of idiots of all walks of life hold idiotic beliefs. Look hard enough and you'll find people who believe the moon landings were faked, that the illuminati controls the US, that hurricanes are punishment from god for gays/divorce/wars, that kennedy was assassinated by the left/right/fbi/russians/whoever.

Hillary believes it, like when she says white cops need to consider their privilege when dealing with black people. But she's all for bringing a million Islamic refugees in.

I think the point she's trying (and arguably failing) to make is that it's difficult sometimes for your average white guy police officer joe to understand why DaQuantavius isn't necessarily being as cooperative as possible; that this is the fifth time he's been stopped this month even though he's done nothing wrong, just because he's black. So they sometimes need to take a beat, and understand the people they're there to protect and serve.
That's very different from saying that all police officers are racists and will just shoot on site any black guy they speak to.
Of course, on the flip side, there also needs to be respect from the black community towards police officers and an acknowledgement again that they're not all racists pieces of shit and that they're mostly good guys who have seen one too many of their buddies come back from a routine call out with a bullet in them and are understandably on edge.
But that would require cooperation and mutual understanding, something that doesn't work so well in american politics. Or a lot of modern politics, to be fair.

The trouble is, self-fullfilling phrophecy on the part of the subculture of
the black community.
Rap songs glorify extreme violence, shooting of cops, drug use,
breaking the law, gang life, etc.
and a lot of blacks buy into it. How are white policemen supposed to know
that those who suppose that music are just liking the beat, and not the lyrics?
How are they supposed to know that they take those lyrics seriously?
One night, back in the days after the Air Force, I was in college, and walking a
gal home to her dorm. On the way back, I had two police cruisers pull up abruptly,
shine their lights on me. I kinda jokingly raised my hands a bit, the lights went off,
and the officer asked me where I'd been etc.
I'm not black, right?
I explained, showed him my ID on request,
...turns out there had been an attempted rape by a white guy, different clothes than mine,
and I told them the name of the gal I walked back, no problem. They thanked me, and left.
To be black, have bling, be rude and curse the cops, initiate a confrontation,
...seriously? it isn't because yer black. It's because you are looking for trouble
and found it.
A bad cop here or there? yep. Racist cops, sure. But to start trouble with
all cops is asswholish, and self-destructive.
Makes for getting more rap music sold I suppose, and makes the person "famous".
which apparently helps the rap career a possibility.
