That's one hypothesis, but I have another: perhaps the sheer mass of bullshit that you seem to be full of is weighing down one side of the Earth more than another, slowing the Earth's rotation down.
Better get Stephen Hawking to examine this one.

actually it would take a lot of mining and building but if all of the limestone and metal is mined from within the earth removing mass from inside the sphere, and used to build structures on the outside of the sphere, it may slightly alter the earth's moment of inertia, making it rotate slower (by increasing the radius of mass from the center of the earth)
but that would take a lot of weight and the distance the materials are moved away from the center is relatively tiny. So probably not.

and actually if everyone on earth started walking east at the same time the earth's rotation would slow down slightly. conservation of angular momentum.
