I see nothing here that says that. In light of this most recent statement I would find it hard to believe:
Browns EVP Sashi Brown wouldn't rule out suspended WR Josh Gordon being welcomed back to the team.
"Were not in position at wide receiver to turn down a guy like Josh if we feel hes settled himself," Brown said. It goes against what coach Hue Jackson has preached since Gordon was hit with another suspension last year. At the time, Jackson said, "We need to close that chapter right now." Gordon doesn't turn 26 for another two weeks and was a mega-talent the last time he was on the field full time, producing an 87-1,646-9 line in 2013. How about this: Josh has learned that he will be reinstated, and that the Browns have agreed to a trade for him? Just speculation.

Was in the same corner of The Dawgpound in 2013 when Gordon caught the bomb from WeeDone (Hoyer tore up knee) to put us in 1st Place in division beating Bills on TNF. IMHO- we never had that one leadership guy in any locker room that could babysit Josh off the field.Proof Manhell..Let the guy go!! A Fresh Start in Philly/Carolina anywhere but AFCN..

Thought I heard on the radio 92.3 that Josh moved in with his agent when he got out of rehab. Maybe that's the start to staying sober?
