1st dibbs on cut players

The article does not say if the Browns have first choice to pick up anyone who is cut. Do they?
Or, once a player is cut, are they an absolute free agent and able to sign with any team they choose. Suppose someone is cut, and the Browns and 2-3 other teams are willing to pick him up. Do the Browns get the choice (because of their record last year), or can the player pick and choose?

EDIT: Re below article the veterans are free agents. guys with four years or less in the league are subject to waivers and we are first in the waiver line.

So, actually, Z is not quite correct. They are total FAs only if they have 4 or more years of experience in the league, but if they have 4 or less, they are subject to a "waiver claim".....and the team that gets first dibs IS via the previous draft order....in other words, the Browns. But, after week 3 of the season, that changes, and the team with the worst record in the league after those games gets first dibs.

Dorsey may still be at work? At last count, 15 guys maybe cut that could get moved (traded) to a team further down the waiver wire that could go to early, to sit and wait.. Not my Plan but Meder$,Stanton,Janis,Dayes,DeValve,Robinson,S.Coleman,Orchard,Burgess,Currie,Jordan,D.Smith, Vogel or Colquit could be part of those names..tick.. tock..

With all of the players being cut around the same time...and us having the #1 selection....the guys at the bottom of our roster can celebrate making the team for about 24 hours before being cut to make room for waiver claims. There won't even be time to get their stripes on their helmets.
