As you know I think the issue of qualification is way overblown. Still I would think that having great success in business is a selling point oh, why wouldn't it be? Is the only person acceptable a lawyer or a military officer?

If you mean "bailout" by inflated prices to Russian/Chinese money for future blackmail, then yes. He managed to lose most of the fortune he inherited and found "other" bailout methods because no legitimate western power bank would loan him a dime.
