Cheaper Desalination, think it could have an impact/change things ?

Now here is a really interesting collection of items :
Skipping some pages to get to the specific items of interest - above is for source identity.
(Clicking on a page should enlarge it if it is hard to read).
Definitely a lot of stuff on here I'd never even heard of before.
It is also interesting to see some "sequels", indicting they had enough success to warrant further work.
No idea how old these projects are, it's had to be some for them to be declassified/redacted (some notes elsewhere).
