The idea behind topics, especially on a board not heavily trafficked, is to keep them condensed and compartmentalized to allow for efficiency in reading and response.
Every single page since I began peeking in on this side has, on average, 4-5 threads with zero reply per page. I'm sure that number has gone up in the past year. That would indicate content fatigue.
In short, if somebody posts multiple threads and half of them have no response or even funnier, the OP is the only one to respond - then yes, that would be spam.

Point taken, but if there's to be action (or inaction) taken on excessive thread posting or relocation/deletion of threads as some posters are proposing, it'd be nice to have more concrete definitions of what constitutes political content and what constitutes spamming by the mods. Also, if such actions are taking in the future, I'm sure that the measures would be applied equally to all members here, regardless of which side of the political isle they fall on or if the mods like the posters or not, no?

And if I'm not going to bitch at any of the other guys for posting a mess of posts in a row why would I bitch at the woodpecker? (even if his were all primarily the same crap) The only action I ever took was deleting some of his boyfriends porn. I didn't even give him warning points just clean them off.
