    Prior to the mid 30s the Quarterback position was position in flux. On some teams you had what would look like QBs as you see them today. The Arnie Herber's and Benny Friedmans. But for a lot of team their QB was merely a Tailback....what we today would call a WildDawg/Cat type QB, prone more to running than passing.

    In any event, I am here listing the QBs that have won at least 2 titles leading their teams, and I am putting them into 3 categories: Those in the Hall of Fame, those not yet eligible to be in the HOF, and those eligible who are not in the HOF:

    A. Two time title QBs in the HOF: Sammy Baugh, Arnie Herber, Sid Luckman, Bob Waterfield, Otto Graham, Bobby Layne, Bart Starr, Len Dawson, John Unitas, Bob Griese, Terry Bradshaw, Joe Montana, Troy Aikman, John Elway

    B. Those not yet eligible to be in the HOF (including active): Tom Brady, Ben Roethlisberger, Eli Manning

    C. Those eligible but not selected to be in the HOF:

    Tommy Thompson. Led the Eagles to 2 straight titles in 1948 and 1949.

    Jack Kemp. Led the Buffalo Bills to 2 straight AFL titles in 1964 and 1965, plus QBd the Chargers in the 1961 AFL title game.

    Jim Plunkett. Led the Raiders to Super Bowl victories in 1980 and 1983

    The questions are:

    1. Do you think those active 2 time titlists have done enough already to assure HOF selection, or do they need to do more lest they join the group in Category C?

    2. Should any or all of the QBs in Category C be placed in the HOF?

      I think Kemp probably should be in. Here is a bit of his resume:

      Before entering politics, Kemp was a professional quarterback for 13 years. He played briefly in the National Football League (NFL) and the Canadian Football League (CFL), but became a star in the American Football League (AFL). He served as captain of both the San Diego Chargers and Buffalo Bills and earned the AFL Most Valuable Player award in 1965 after leading the Bills to a second consecutive championship. He played in the AFL for all 10 years of its existence, appeared in its All-Star game seven times, played in its championship game five times, and set many of the league's career passing records. Kemp also co-founded the AFL Players Association, for which he served five terms as president. During the early part of his football career, he served in the United States Army Reserve.
