What I will say about this is that I suspect these statistics are flawed. On the one hand it shows Joe Haden as only the 25th most productive player in his draft....yet we know that he is probably one of the best 5 CBs in the game.
And it shows Trent Richardson as 24th most productive player his year....yet we all know that he has proven far from productive.

Giovanni B has weapons and knows how to make plays. he would have looked great in the Browns offensive mix

I'd be interested to see how they actually rank these, because there is no way that 9 people are more productive than Jimmy Graham has been from the 2010 class. Especially with Ryan Mathews being 6th, yet hardly producing at all.

You are welcome to go on PFR and look up the methodology by which these stats are computed.
PFR comes up with a number that is supposed to be able to compare players productivity at any position.
Also note: You may not be aware of a players total production, but the statistic is aware of it.
E.g.: Ryan Matthew has 849 carries for 3731 yards and 20 rushing TD. Also, he has 137 catches for 1041 yards and 1 TD
Graham has 301 career receptions for 3863 yards and 41 TD.
Mathews has actually touched the ball 685 times more than Graham, and gained 909 yards more than Graham.
So, those factors probably count a lot in "productivity" rankings. I am not sure how the many more TDs Graham has would factor in. I agree that it should, I am just not sure how.

Based on his rank, Matthews would very likely have been an OK RB to pick in the first round.
Look at it like this: He was the #12 pick, but the #6 most productive player in that draft. I would say that is a positive rank.
Look at a few others: Alex Mack looks like he could be right where he should be: #22 in production for a #21 pick.
Sheard may have been underdrafted according to this: 23rd most productive for the 37th pick.
Guys like Richard Sherman and Alfed Morris blew it up in comparison to the draft position: Both drafte below 150 in their draft class, both among the Top 10 in production. Those are great sleepers.
Some guys are spot on: Cam Newton: #1 and #1, RGIII: #2 and #2, Suh #2 and #2 Others are close.

I am sure it is a statistical issue. The two are not far apart in that they rank #2 and #3, but I don't know the mathematics that go into it. But, here are their career stats, showing that your question is perfectly legitimate:
Luck: 682 comp/1197 att. 8196 yds, 46 TDs, 27 INTs. 125 rushes for 632 yds, 9 TDs
Griffin: 532 comp/848 atts. 6403 yds 36 TDs 17 Ints. 206 rushes for 1304 yds. 7 TDs
I don't know if, or why RGIIIs rushing yards give him the edge.

Why would I need to make excuses? He is a Pro Bowl CB who NFL GMs would only trade a handful of players for.

I think, even here where the stat is supposed to be position neutral, QBs still get quite some advantage.
