Actually Shep had been gone for quite a while when the IRS scandal broke. Heck was the guy who defended the Obama administration heart and soul against the accusations of impropriety. I would have to imagine even he might admit there's a little fire to go with the smoke now. Maybe not.

Some people buy too much into one candidate and then can't admit there is anything at all wrong with said candidate even after the truth comes out. It makes politics even more foolish than it already is.
