Just saw some highlights on YouTube of this guy.
He is definitely a vertical threat and could be a good fill in for the role JG plays. Made some pretty nice circus catches.I think he's worthy of playing in the orange and brown

Dallas CowboysThe Dallas Cowboys signed him to their practice squad on September 5, 2011 and promoted him to the active roster on December 9, but did not play in the last 4 games of the season. Holmes was waived by the Cowboys on November 24, 2012.[8] On November 27, the Cowboys re-signed Holmes to their practice squad, as a replacement to Danny Coale, but wasn't re-signed at the end of the season.[9]
New England PatriotsHolmes was signed by New England Patriots on January 8, 2013, to the practice squad.[10] He was waived on May 10.[11]
Oakland RaidersHolmes was claimed off waivers by the Oakland Raiders on May 13, 2013.[12]
On July 27, 2013, Holmes was suspended for the first 4 games of the 2013 season due to violating the league's performance-enhancing drugs policy. After serving his suspension and being reinstated by the National Football League the Oakland Raiders activated him to their roster on October 7, 2013, filling the open roster spot after the release of quarterback Matt Flynn.[13]

Sounds like he's 1 strike away from a year off

well, he did say that Holmes is very comparable to Gordon....
Looks like him physically, at least. Id say he DOES look like an interesting prospect, just not sure he's any better of a bet than any rookie we would pick in the draft....while he will cost more and, apparently, has strikes against him....
If he was on the waiver wire, I might take a swing and pick him up.....but to sign him to a 1.5m contract?......eh, Id pass

did somebody say one strike away from a year suspension? wow that's only one less than Josh.
