Sure the landlord is being something of a prick if he boots this dame one day after the rent is due. But dealing with a family crisis really has nothing to do with whether or not she pays the rent. I would also bet that in the vast majority of cases if the law says you don't have to pay you will never pay.
I assume the usual gang of suspects will love this legislation.
