IMO especially here in minnesota, drivers licenses  were passed out as quickly to the incoming Somali people  regardless of "passing" a drivers test - just to to fast track them into voter rolls and as an aside - you do have permission here to trust your judgement when you see Somali person(s) driving around in brand new vehicles ...
