    I was looking at the 506 sports coverage map. The Browns are on down here in WV, but I saw the TB game was not being shown in TB because of blackout rules. I didn’t know they still had those rules

    After  taking a closer look at the NFL blackout rule I saw this.

    This article has multiple issues. Please help improve it or discuss these issues on the talk page.

    The National Football League television blackout policies are the strictest among the four major professional sports leagues in North America.

    From 1973 through 2014, the NFL maintained a blackout policy that stated that a home game cannot be televised in the team's local market if 85 percent of the tickets are not sold out 72 hours prior to its start time.  |-->  continued on Wiki -->  I would try them or tne NFL rules next for an explanition.  Good Luck !
