And in last year's draft of HC's it seems the 49ers got Payton Manning while the Browns chose Ryan Leaf?

I don't know much about the broncos , but the Bengals have had an established defense for years with continuity in the coaching staff and a stud running back.
The 9ers started the season with 11 top 10 draft picks, you know damn well that helps. What do the Browns have? 2? fuck, your lord and savior can't win like that.

If the Browns want to be a contender, then they have to do, what they have to do to get Andrew Luck. You have 2 first round picks in 2011, which is more than any other team can offer Indy. The Polians wanted to draft Andrew Luck, which may be why they are out of a job (assuming Irsay is still in love with Peyton). Cutting Peyton will be costly, but keeping him w/Luck will be trouble.
