Franchise Tag Question

I've seen where several kickers besides phil and one punter got the tag. Why is this? Is this the cheapest tag on the roster? Don't want to pick up k or p in fa or waste a draft pick?
Does anyone know or have an educated guess?

Best guess is that teams haven't negotiated with them yet (focused on the other players) and don't want to risk losing them in FA.
