Alex Tanney (born November 11, 1987) is an American football quarterback for theCleveland Browns of the National Football League (NFL). He was the starting quarterback for the Monmouth College Fighting Scots. Even though Tanney could be one of the greatest DIII quarterbacks of all-time, he is mainly known for making a montage video showing trick football throws that went viral.[1] On October 29, 2011, in a game against Carroll University, Tanney set the NCAA record for all-time career touchdown passes.

Gipper is referencing the the Sports Science episode of Weeden prior to the draft. A lot of people made a lot of buzz about him hitting a clay pidgeon from 10 yards away traveling 45 mph, apparently meaning he has a "super accurate, cannon for an arm".
I think Weeden thinks he has to hit his receivers like he hit those clay pidgeons. Nothing less than 100 mph from 10 yards away will suffice.

We need a backup/soon to be starter for the rest of 2013 & why not try this kid? With all his college stats, only 30 career picks, extremely accurate (albeit D3 school). As opposed to 3TD, 10 picks Haney, Sure worth a look see & would surely draw at least SOME Fan interest.
