Isn't this just like instead of taking a case to small claims court you can take it in front of an arbitrator, kind of like the Judges shows "Peoples Court" and "Judge Judy"?

The simple answer is no as long as both parties agree to them being the arbitrator. This is outside the courts(hence why Judge Judy is considered "retired").

don't comply with the decision, she'd tell you. Um they never pay, that is the point of going on the show. But for a normal arbitrator there would be an agreement/contract, and not paying or following the arbitrators recommendation would be a breach of an agreement/contract
