you are assuming it wasn't an ambush. of course, it is possible that the chase was
designed to lead the officer into an ambush. why not?
why assume what you are assuming? read up on military strategy, for example.

jumped out and started firing.
Where does it say it was NOT planned as an ambush? Like, they led the cruiser into
a dead end, and had him trapped?
