A few thoughts on this:
1. While not blatant, his helmet went into his chin. By the letter of the law, it should have been called a penalty.
2. If the Browns/Peppers hadn't gotten a penalty on that play, and it was deemed just an incomplete pass, it would have been the Bengals who would have been screwed on that play because of the obvious pass interference that the refs missed. He caught the ball one-handed because our corner had hold of the Bengals receivers other arm.

My question is, if the NFL is so concerned about hits to the helmet, why are RB’s & WR’s permitted to drop their head and lead with their helmet? The rules seem one sided.

You could be right but the leagues saw it otherwise. They fined him $24,000 for that clean hit to the head. I don't agree with it but I did read the rule and those pics just enforce it. And they fined the guy.

It really doesn't matter if a penalty is called or not. The league levels these fines all the time....with or without a penalty called. But the fact that the crown of peppers helmet hit the other guys chin, the NFL fines it. That's the rule.

Even without a penalty called at all or on the other team, Peppers gets fined. They do it all the time regardless of penalty being issued or not. It's the rule now.

Most are still ignoring Note 1... including the league. I still see the force of the blow being delivered shoulder to ribs with glancing incidental contact to the bottom of the facemask.
But Peppers got a fine, not an apology, so I was wrong. And Peppers' weird appeal while saying the call was correct(?) yet should be reviewed for targeting at the time as it is in college, is just... well... weird.

If the best thing we can say about a bunch of millionaires is they didn't "quit"..well we got problems.
Every team tries to win. I'm sure the coaches and front office want to win. They're just an awful organization from top to bottom. The players aren't good enough.

That's the thing though. Incidental is bad now. It's pretty much any helmet to helmet contact and you're looking at a fine. Gooddell's way of gaying things up I guess.

“You want the published take or you want the unpublished take? Ah, there we go. I know you guys have my back. I know, I know (laughter). Here is the deal: when you break the film down and you take it in slow motion, I am very proud of Jabrill paying attention to what we coach on strike zone. He is doing everything he can, just like Major League Baseball, to make sure it is from the tip of the shoulders to the top of the knees. He is actually ducking down to make sure he is underneath the shoulder/collarbone to make sure that when he hits him if the head comes down, the head will come down and that will strike maybe a part of his body, but he is leading with his shoulder; he is not even leading with his helmet.
It is unfortunate, but one of the things that I really want you to take a look at – again for people wondering why I play him in the post and his instincts right now as we are growing as a team – he broke on the ball and made that play when the ball was thrown 35 yards from the line of scrimmage. There has only been one other player that I have coached that did it in 34 and that was Sean Taylor. Most of the times, you see guys making that play at 38 and 39, if they are any good. If you can’t do that at 40 yards about being at the point of attack at 40 yards from a post-middle of the field safety, then you don’t belong in the National Football League.
I have had to cut players when we see that analytic on you can’t get there on time. It is 42, 44, 45 yards. Mom and Dad didn’t give you enough speed to get over there. He made that play on contact on trying to break it up at 35 yards. That is with slowing down to try to make sure that he was in the strike zone. It is what it is. I know he has appealed it, and we will see where it goes from there, but I thought it was a rare play and I thought it was an outstanding play.
Never, ever do we want it to hurt our team and put them in field position the way they did, but now when that happens again, we have to get off the field and force them into a third down. We can’t be worried or can’t be thinking about that play too long and let it affect the next play. It affected the next play or two. That is what I really don’t like either.”

I know, look how many time they fined Harrison and yet didn't call the penalty too. Goodells gay league.
