According to this story China was hoarding PPE since mid Feb., coercing 3M not to export the stuff... and they were also buying up PPE. They surely must have known something long before that, no?

Among these firms are the 3M Company, which makes the much in demand N95 respirators at a plant in Shanghai, and Honeywell International Inc. that manufactures the Honeywell Sperian Saf-T-Fit Plus N95 Disposable Respirator with exhalation valve at plants in Zhangjiagang City, Jiangsu Province
China has not exported any N95 masks since February 19. 3M said most of the masks made at their Shanghai plant had been sold prior to the pandemic breaking out in China in January. It couldn't confirm when exports of N95s from China will resume.

That's the $2 trillion dollar question Gorka. Exactly when did China know "mission control, we have a problem." And it's why I'm giving Cal a bunch of crap. The first cases showed up in November and early December. Look at the time line. If the Chinese immediately knew the extent of how easily the virus was transmittable- they would have started hording weeks earlier. Sure unethical, but if 3M was making N95 masks in the USA, do you think us Americans would have been so altruistic- we would have shipped damn near every one of them elsewhere? I seriously doubt it. Lesson learned I hope, shipping your business to China to save a few bucks is risky business.
To my mind there's another serious flaw in Cal's logic. Based on the above- it's apparent China really didn't know and understand the extent of the problem until weeks later. By that time, hundreds of infected (and probably asymptomatic individuals) had left Wuhan on routine business trips. The horses were already out of the barn- it was too late. Lies and cover up for Cal who may be one of the few Americans that's got his panties in a major bunch over it? Damn right- to the vast majority of Americans (I'll hazard a guess at 95%+) this crap doesn't even rate as background noise. It's pure conspiracy fantasy that you can (or should) totally shut down a metropolitan area of 11 million people on a day or two notice over a few dozen people exhibiting an unexplained pneumonia.
