l’m fairly certain the experts are doing some degree of figuring it out as they go.
This is why it's important to fund government agencies - even when no immediate issue is visible. Yep - Reagan was wrong - GOVERNMENT IS GOOD.
If you want experts to have a solution.. you have to fund the research to acquire that solution. And because discovering previously unknown things about reality is difficult, you have to fund lots of research that may not have a immediately tangible benefit.. because you don't know how pieces of information actually tie together. Reality is multifactorial; nothing is a one-factor answer.
And you have to put public health leadership on equal importance with other departments.
Trump eliminated the department with the job of coordinating the national pandemic response.. and replaced it with Jared Kushner, who's so stupid his daddy had to spend 2.5 million just to get him into Harvard.
The other issue with eliminating those jobs is that without a representative at high-level meetings, "pandemic response" got [gets] zero pull on Trump's attention.. thus federal response is slow, and even today it's incorrect/inefficient.
I think this is the actual thing you're seeing:
- the experts don't have the information they should due to cuts to their department's budget [not just this year but for many years -- we still don't have the studies to know what we should from the first SARS.. also a coronavirus, by the way]
- the expert leadership is not invited to the meetings they should be [to help inform/coordinate every aspect]
- the experts are ignored even in the few meetings they are invited to

Beyond that, I don't think it was ever even alleged that the Trump campaign, plotted and conspired with Russians to meddle with the Election....but the Russians DID meddle with the election, and they DID do in order to favor the Trump campaign....Even if the Trump campaign didn't conspire with them they were happy to accept the benefit of that interference......nor did they ever condemn that interference, or ever lift one finger to ever prevent it from happening again. In an analogy that may be applicable: The Trump campaign did not carry out or conspire with Bonny and Clyde, or Boris and Natasha in the bank heist, but the did "receive the stolen property" willingly. (It is just that in this instance, receiving this "stolen property" was perhaps not criminal, unlike receiving the bank heist property.

- Never funded "The Wall". Those funds were dubiously repurposed out of the Defense budget. Pretty sure there are other examples as well, but mostly what comes to mind are the recent examples of Trump taking credit for ideas Dems hammered into the Virus Relief bills.

- To the best of my knowledge the era of the secret hold has been over for a while now. It's now a meaningless gesture subject to the will of the Senate Majority leader. While the filibuster is a token effort now only employed by publicity hounds like Ted Cruz and Rand Paul. Finally while cloture for bills still is at the 60 vote threshold, have to remember that since January, 2018 all the bills have been compromise bills. The only significant bill during the two prior years, the Tax Bill, was done by the Pubs thru the budget reconciliation procedure... the same tactic Dems used to pass the ACA.

Dr. Anthony Fauci said in an interview with NBC Sports on Saturday that there was little chance that the novel coronavirus, which causes the disease COVID-19, will be eradicated.
Fauci said that with "global travel, every single day, of literally hundreds of thousands of people coming into the United States every day from all over, there's no chance we're going to be virus-free."
He said that the 2003 SARS outbreak, caused by another type of coronavirus, was contained largely because it didn't spread as quickly as the novel coronavirus.
The novel coronavirus "is so transmissible, and it is so widespread throughout the world, that even if our infections get well controlled and go down dramatically during the summer, there is virtually no chance it will be eradicated," Fauci said.
