There already exist anti-satellite missiles and anti-ICBM missiles. There is 70 year old technology made to intercept Soviet ICBMs in the upper atmosphere (Nike-Zeus). The ground infrastructure is simple; you just need a launch site. The state of the arms race now is that the Russians now have hypersonics, and that's more a problem of having our own hypersonics and guidance systems to go along with it.
The need to buy it is because the EU cannot be relied on to man the island (I acknowledge that Americans have neglected it too). Defense of our homeland shouldn't be subject to the whims of Europeans who can't agree on anything and whose military is a joke.
