I am assuming that he may be comparing him say to Josh Gordon. Brown has a HOF QB pitching him the ball. Two years ago, when Gordon was breaking all kinds of receiving records, he had Jason Campbell and Brandon Weeden throwing the ball. What do you think Gordon could have done if he partnered with an actual good to great QB?
That does not mean though that you are wrong....Brown has proven to be a big play guy.
And I think he said that West and Crowell have potential as a combination to excel. They were both rookies, sharing duties after all.

Bell runs receiver quality routes to get open and he's much better at catching the football than west and crowell. Just as he's much better in the open field.
